Unfortunately, the 1942 birth and 2019 death are so recent that they fall under the privacy restrictions. Please check irishgenealogy.ie for the parent's possible birth info if they were born before 1922 when County Down became part of Northern Ireland. After 1922 their records would be kept by PRONI in Belfast. https://www.nidirect.gov.uk/proni I have no idea what dates are covered, but the website should be informative.
Also, be aware that the surname may be listed as Thompson and both are acceptable.

Both parents were Born & Deaths are in Scotland , but don't know if there is any more family living in Ireland or if Robert married and had children. thanks for your help.

I suggest you try to locate an obituary from 2019 to determine if he has family. https://newtownardschronicle.co.uk/ might be a good place to start.

I have now got Robert Death cert his death 9 Jan 2019 in Ulster Hospital, Upper Newtownards Road, Dundonald, Belfast.

As has been mentioned the births of the last 100 years, 75 for marriages and deaths within the last 50 years are restricted by data protection laws. However you can apply to the General Record Office of N Ireland for certificates of people that fall within these dates. Outside of them and you can freely access certificates. You will need to set up an account and have credits to enable a search but no data within the restricted dates will show on a search. For those you have to make a postal application or attend in person. Hope that helps although its been a while since your post.
