Conflict messages with confusing wording
I think this problem has been raised before, but I didn't find the thread easily this morning. Apologies if I'm duplicating.
Sometimes the best date we have is a "before" date. When we know the date a will was proven, we know the person was dead before that date, but we often have no record of the exact date of death.

There are two conflict data messages for him based on before dates and place names. We know he was likely born before 1770 because there is a land grant in his name in 1787. We know he died before 20 Oct 1826, when his will was proven. He signed it on 6 April 1824.
The error messages:
The place names used are correct for the time, but the algorithm is unable to evaluate that.

Oof! I know from observation that the suggestions algorithm ignores date modifiers, but I didn't realize that it's because it cannot parse them at all!
Instead of all this aggravating and mostly-pointless gamification, I think FS's limited energies would be much better spent in fixing the use and display of date modifiers. (And the handling/structure of relationships and their sources, and restoring all of the functionality of the good image viewer, and, well, just about anything other than these ratings. Unless it's an "OFF!" button.)
