Confusing

I am confused by the changes to the home page. As an advanced user, I usually log in, then look for ordinances completed or the "recent" person for whom I have been gathering documentation.

I believe the page might be better served, especially for any beginners, if it were simplified or broken down into tool options based on experience level.
