Can someonr please provide a full translation of this birth record. Here is what I think I know about this record. The date of birth is 23 May 1889, the childs name is Baschisio Oggianu, the father is Angelo Oggianu, and the mother is Maria Luigia Comboni, the place of birth is Ploaghe, Sassari, Sardina, Italy. Also can you tell me if the date at the top of this record is the actual birth date or is it a baptism date.
This record begins at the bottom of the left page and continues to the top of the right page.

Sadly, the ability to post images here in the Community is still broken. So…Lines 7 and 8 read: … la quale mi ha dichiarato che alle ore ante meridiane cinque e minuti ______ , del diciassette del detto mese . . .
Translated, this says "who declared to me that at 5 a.m., on the seventeenth of the said month, …"
You should note that birth records take the same general format, whereas:
On a reported date, the town official states that someone came before him (mother, father, midwife) and declared that on a specific date and time, at a certain address, a male or female baby was born to … description/identification of parents - which varies based on their status, who's reporting the birth, etc…
Then followed by the given name
Then followed by witness attestation
Then followed by statements about any special circumstances - for example why the baby wasn't presented in person, etc.
