Jean,
According to European Union rules and Polish Archives rules to protect privacy of individuals who are still living, birth records are restricted for the last 110 years, i.e. dated 1914 or later. Unfortunately, you are interested in obtaining records of birth after 1927 year.
Hopefully, you will be able to contact in person the Parish Priest in Grobla and he may be kind enough to refer you to his parishioners who could be related to your client. But he may need to obtain their consent.
You may also search on google.com – Grobla – Szczygiel to find some people who advertise their businesses on Internet. When you go to Poland, you may visit Grobla Library and tell them about your search, and they may be kind enough to give you some suggestions.
You may also search on Facebook for Grobla residents with the names you are interested in by going to Polish Genealogical Society on Facebook.

As far as I know it seems that there is no legal restrictions for death records.
If yes , possibly to recreate family ties starting from the data contained in each record.
In France, all events are reported in " tables décennales" for instance for the period 1990-2000 list of all names sorted from A to Z with date of death .
Does the same system exist in Poland ? If yes have you records of such tables for Grobla.
My investigation could then concern all SZCZYGIEL death records from 1990 to now.

Jean,
In Poland there is also legal restriction on death records.
You may contact Archiwum Diecezjalne w Tarnowie and ask them to research for you. http://archiwum.diecezja.tarnow.pl/ They will let you know what are their standards and what records they have. They charge now 30 zlotys/hour of research which is about US $7.50/ hour - it is very reasonable to compare with what private genealogists charge. I hope they can help you.
