Note that part of the record at the bottom of the image is blocked. I have guessed at what this says and have shown my guess in bold in my translation. Also, there is a second page to this marriage record which includes the witnesses, the marriage ceremony, and the signatures of the principals.

My comments: Neustadt is a district/borough within the city of Dresden.
