Where is Sobalenky ?
This Jewish immigrant ad his family were all born Sobalenky. I understand that, before coming to the USA, his last place of residence was in Libau (German name) in Latvia.

I took a look at some other documents regarding your ancestor Frank Cooper and found some additional clues about the place!
Do you have access to Ancestry? If not, I'll attach the images associated with these links for you.
^ This is Frank's petition for citizenship. On the page, it says he immigrated under the name Froym Krupnik in January 1914 on the vessel "Russia."
Using that information I located his passenger list which can be found here:
On the passenger list, he's traveling with a Mirlja Krupnik (likely his mother). On that document, under the column of the relative left behind in the old country, there is a Leib Krupnik (husband of Mirlja) who is from Sobolenky, and then the Podolia gubernia is listed. A gubernia is kind of like a state which helps us narrow down all of Russia to just a small portion of the Russian empire. If you go to the next page, in the last column, it lists the birth place of both Mirlja and Frank.
It looks to be Tulzin, which is likely modern day Tulchin, Ukraine. As you can see from the linked Jewish Gen page below, this location was in the Podalia gubernia, and the Polish and other alternate spellings phonetically match "Tulzin." A nearby town is "Sobolevka" which I think could be a pretty promising candidate for "Sobalenky." It's the only town in Podolia gubernia (that I could see at least) that is close to "Sobalenky." H
