Why would the system not include a profile inside per of BETA

This is probably very simplistic, but I have a profile that should be in the PQS database that isn't, even though she is in the United States, and was born within the time period for inclusion. Alice Angeline Winders, 9SH7-4S8, born in 1852, and died 1932, isn't included. Is there a reason?

Probably because the place of birth field is empty. Not all locations are included in the PQS, and if there is no place of birth, the PQS can't function.
