Trying to translate what I believe is an interim passport for a Mennonite, most likely Johann Franze

On the right I believe it starts Ecaterinaslvsky Alexandrofsky...his place of birth in Ufa. Bezplatno or Vyezplatno on the seal and below the signature translate to free, or free of charge?

Basically, what is this document and does it contain any vital records?

    It's a passport. The seal does say "Free" and "for a period not to exceed one year." I think it means a "Visa-Free" passport.

    Item 2: Date of birth or age: 19 December 1875

    Item 3: Occupation: (can't make out the cursive - I'm not good at that!)

    Item 4: Marriage will take place or took place: (again, I can't read the cursive)

    Item 5: Living with him: (then lists 4 children and their birth dates)

    Item 6: Something about Army Service

    That's all I have time for right now.

    Thank you very much Glenn. Truly helpful and also confirms my guess as to the nature of the document...and that at least I had the word ‘free’ correctly translated. That didn’t make sense to me, as I assumed that it would be a place name. Wrong assumption but correct translation. The cursive is a major challenge and I am taking it slowly one letter at a time.
