Mr. Edouard OSTER, in 1965, has published a list of people from the stove counts from 1611 and 1656 in the 13th issue of Jules MERSCH's Biographie Nationale. (The FHL library does not have part 13)

Th author has already largely published the surnames of the 15th and 16th century censuses in the "Cahiers Luxembourgeois" (CL1950/ 1,2,3) and (1951 / 3,5).

How can I obtain a copy of these lists?

I have not found them in the catalog of the Family History Library.
