It does seem to be happening more often the last couple of days. It happens in every state I've worked in.
All we can do as Reviewers is keep on reporting it on the page it occurs, as more Feedback about the same problem moves it higher up on the list for the Software Engineers to work on.
I also wouldn't bother to do the Skip Household on blank lines for these, since this is part of the error.
I have also started doing a Feedback about this on the Census main page once a day since the problem is getting worse.

@MinnWisRoots That is my plan to reporting any issues that I have. I have read in the threads or postings that when this happens, it takes out the surname from the row that it takes it from. So I have been doing the review on them and changing the surname to Vacant or No One at Home or by making it blank and moving on the page 5 and then skipping the household. I only do this so that it does not effect the row that the surname is coming from. I may be wrong in doing this but I know that it saves to Vacant or No One at Home or Blank when I go back to page 4 to make sure that it saves it, this is my only work around for it.
I also noticed that it doesn't make the NY in caps it makes it as Ny. I have also reported this numerous times. I don't know if this is happening with other states that are being reviewed or not.
I am very confident that the software people are doing there very best to rectify all of the problems that are reported.

I hope I understand that you are only changing out the Surname field when the highlighted one is NOT an actual surname from another household (e.g., Smith).
The main reason I have for not using Skip Household (or replacing the surname) on the Blank rows is that this is a Program Error. The program is supposed to learn as it reads the fields, and it can't do that if we bypass errors like this.

Yes, you are correct that I only change the surname. If the surname is blank, vacant or No One, that is what I put in the surname field, no other field is being changed. I report this in Step 1 and and on Page 5 when I skip the household with the same information being reported at both the beginning and at the end step. On page 4, I also report the row or rows of were the surname is coming from, if it provides it.
Should other errors show up through the pages, I report those errors as well but do not change them.
