I have been waiting for several months for approval to do the temple work for my step-daughter.

How long should it take to get approval to do I-E for a step daughter for whom I have full permissions from her former husband, and her mother is no longer alive? I have been waiting for months now, and the notation says "under review" yet, though the I-E blocks are green indicating they are still available to request. The system seems to be both confusing and locked up on this matter.
