Why can't I reserve ordinances when It is past the 110 year rule? LR1Y-GJ6, GWD1-ZTL,L5K6-4Y4?

The ID number for Henry Z Bamberger, L5K6-4Y4 has been deleted in a merge. Henry Zacharias Ramberger's ordinances have been completed or are reserved.
Eunice Eskew,LR1Y-GJ6, and Woodrow Wilson Bird, GWD1-ZTL's ordinances can now be reserved.
