Why are submitted ordinances doubled up by different individuals on specific profiles?

I am finding in many instances, where I have submitted a profile for temple work, only to see the same profile submitted for the same ordinance by someone else with a later date.
I am now going through my temple queue (temple system for temple do) and removing my original submittals in an attempt to unconfuse the system.
Can the programmers resolve this with an If, Then, Else, statement?
i.e.,
If a profile has been submitted for a particular temple ordinance for "temple do",
And the ordinance has not been recorded yet,
And the same ordinance request has not been submitted previously,
Then allow the request,
Else, do not allow the request to perspective others.
If a profile has temple ordinances submitted to "temple do", or is in process,
Do not resubmit the request by other perspective submitters .

If ordinances have been reserved then either retained on ones personal reservation list or shared with the temple, then no one else can reserve them. You probably need to post an examples of what you are seeing. Are you sure you are not seeing something like this?
This means that on Oct 9, 2021, Sister W clicked on a green temple icon and reserved this ordinance and shared it with the temple. Then on Nov. 14, 2021, Sister S found this as a green temple with clock icon and pulled it as a 90 day ordinance reservation from the general temple list to complete herself so that it will get done as Sister W wants it to be. Sister S did not "resubmit it ... with a later date." She just accepted the responsibility of getting it done by April 23, 2022. This is the entire point of 90 day ordinance reservations which are based on the theory that ordinances will completed more quickly by other family members who find them directly in the tree or through Ordinances Ready than they will be sitting in the temple queue for years.
It is a bit confusing that the term Reserved on ... is used when taking one of these 90 day reservations. It was not new reservation, it is a temporary transfer of an existing reservation.
