Here is some information from a Help Center article that may help you.
"FamilySearch uses software to review each memory item that is uploaded to ensure that it complies with our rules and guidelines.
Here is what happens when a memory item appears to violate the rules and guidelines:
Review the email and respond if you feel the memory item should not be restricted."
Notice the photos are reviewed by computer software, and not an individual. This can sometimes be problematic. The email notification is important, because when you respond to it someone at FamilySearch will check the photo and help resolve the issue.

▬ And, NOT getting into, guidelines and policies, regarding the "Upload" of "Memories", in 'FamilySearch' ...

I know that this does not help/assist; but, I hope that this gives you some additional, insight; and, perspective.
my experience has been that
9 times out of 10 - I can easily get a restriction removed - simply by replying to the corresponding email that you get - with only three words.
"RESTRICTED IN ERROR"
almost always seems to work for me. - they unrestrict it.
