Duplicate Record isn't recognized by Family Search. How to Change?

I have a relative with a duplicate record. The birthdate is different but otherwise the record is the same. All work has been completed on one name and work is pending on the other name. Family Search doesn't recognize this as a duplicate therefore I cannot merge it. Any suggestions?

    Shelley, on the Person page, you can go to the right side and under "Tools" click on "Merge By ID."
