US, Washington—Naturalization Records, 1907–1991 [M3W2-WDQ] Event Place

I am reviewing. It says not to index the arrival place, but I don't see an arrival place. Most of these images have a court district. On the first ones I did I indexed the court district area as this indexer did, West. Washington. The I reread the purple question directions and thought I shouldn't. The example in the directions shows indexing the place listed below with the spouse or children. If that isn't present, do I index the court district or mark it <BLANK>?
