I selected a photo in my gallery and clicked to download it. It did not give me the opportunity to specify a download location and I can't find it. It is not in my "downloads" folder.
I would add this to the Group called FamilySearch Tips and Tricks. It is the community that took the place of Get Satisfaction and has more traffic and is more likely to be noticed by engineers.
That never works for me either, I click download and nothing happens
I just tried it and it worked for me.
though it didnt ask me where I wanted to save it - it just downloaded to my download folder.
what operating system do you use?
what browser do you use?
what type of device? (computer or smart device)?

'Yes', there does seem to be a problem/issue.
For the FIRST time ever, I went to my "Gallery" in "Memories"; and, went to "Download" a 'Photograph'.
There did not seem to be a problem/issue ...
The "System" brought-up a 'Save As' box, from/in the 'File Manager'; and, was ready to download to my "Downloads" Folder, as designated in my "Settings" - all good.
I did not "Save" the Photograph ...
I tried a second (and, subsequent times) ...
NOTHING ... nowhere ...
'Huston ... we have a problem ...'
