Question about indexing of voting registration records.

I'm indexing voting records. As I understand it, the indexing is to help with temple work as well as family history work. So I'm wondering why on the voting records, it just asks for the birth year to be indexed, not the entire birth date? Just curious. Thank you!

    Maybe it is because you can only search on Birth Year and the researcher will see the image and the birth date. Or maybe the owners of the records only wanted the year indexed.
