Sealings are performed in a temple and only those who are members of The Church of Jesus Christ of Latter-day Saints who hold a recommend for entering a temple can participate in the sealing ordinance. That means that living persons who are not members cannot participate in a sealing ordinance for themselves.

Provided that you are referring to a "Living" person ...
IF, you are a Member of the Church; THEN, you should ask your local Priesthood Leadership.
ie. Bishop/Branch President; and/or, if necessary,
... Stake/District President
... "Temple" President
IF, you are NOT a Member of the Church; THEN, ask your local, "Family History Centre" (if it has "Re-Opened"), who should be able put you in contact with the local Priesthood Leadership of the Church; or, if you see or know how to contact them, "Full Time" Missionaries or Mission Office of the Church; or, your nearest congregation of the Church.
