Is Archion available to access at the Family History library?
Is it only through individual subscription? Can the records it contains be accessed any other way?

Archion is only available through individual subscription; see the "Passes" section (linked). Unfortunately we do not have a free library version available at the FHL, though we wish we did! As far as we know, no library version exists.

As far as accessing its records some other way goes, the answer is "That depends". The material that was also filmed by FamilySearch at some point may be be accessible at a family history center, on the original films at centers that still have them, through Ancestry [which can be accessed without charge at family history centers and larger public libraries] and some other websites.
Then there is always the option of a visit to the record-holding archive in Germany. But compared to the travel costs, an Archion subscrption is a bargain, and much more convenient at that.
