The answer above is a good answer. Patrons can request ordinances that have been shared with the temple and get them done right away because they have requested a specific person who is usually a relative.
But if you share a name/ordinance with the temple and nobody requests that particular person through the Ordinances Ready feature, then it will sit in the temple system until its turn in the queue. The amount of names that people share with the temple have made this queue very very long and it may take many years before the ordinances for a certain person are completed.

Further to what has already been proffered ...
Please be aware ...
That there are, MANY. Many; many, individuals/persons who have been "Share[d] with the Temple System", whose "Temple" Work has NOT yet been done; and, they were "Share[d] with the Temple System" MUCH earlier (some, Years BEFORE) than 2018/2019.
The amount of "Names" in "Temple" File (ie. now, "Share[d] with the Temple System") must be MASSIVE.
Depending on your location, in the World, some "Temple" Districts, are getting through the (backlog) of "Names" for their district; whereas, due to the 'Sheer VOLUME', some "Temple" Districts, are NOT getting through the (backlog) of "Names" for their district.
Luckily, the "Names" that are NOW "Share[d] with the Temple System" NOW go into ONE "Pool"; where, ANY "Temple" just "Grabs" the "Names" from that ONE "Pool". Whereas, some of those individuals/persons, that were "Shared" PRIOR to that ONE "Pool", remain in the "Temple" District, of the User/Patron, who "Shared" them. I believe that, that is also being address/fixed.
Plus ...
Not to mention ...
That MANY; Many, many, Patrons to the "Temples", are NOW bring along their OWN Ancestors, to DO the "Temple" Work for, instead of requiring the "Names" that have been "Share[d] with the Temple System".
And ...
MOST Importantly ...
The "COVID-19" Pandemic TEMPORARILY "Closed" the "Temples" all around the World, for an EXTENDED period of time.
Some "Temples" are still TEMPORARILY "Closed".
Whereas, some "Temples" have REOPENED; but, operating under "Restrictions".
Unfortunately, it is just a matter of 'Patience' ... I know, easier said, that done ...
Just my thoughts.

An article in the Help Center titled: "How long does it take for the temple to complete shared names?", may help answer your question. Specifically this paragraph:
"Ordinances that have been shared with the temple can be reserved by other people who share your same ancestors. In some cases, this might happen within a few days. In other cases, it might not happen at all. These second reservations expire in 90 days. After that, they are returned to the temple, and the ordinances are distributed in the same order that they were originally received."
