DO I INDEX THE NAME THE PETIONER OR THE BENEFICIARY ON A PETITION FOR NATURLIZATION?

The answer you were given by Melissa S Himes is indeed correct.  The Petitioners are Not to be Indexed, only the Beneficiaries.

The project instructions state:

When indexing the naturalization of a child, please index the child's name only, often found under the "beneficiaries" column. Do not index the parent's name who are filling out the request, usually found under the "name of petitioner" column. Look at the "How to Index a Petition for Naturalization of a Child or Beneficiary" example in the What to Index section of the project instructions. 

Thus your batch has 10 entries. The original indexer was a little confused.

In addition, the name changes for given names should be indexed thusly:

Seung Mi Or Juliana Seugmi and

Seung Bok Or Peter Seungbok

And their Surnames Should be Paik for both of them.

Please note that the event place is Buffalo, New York, United States and the Petition Number is the Record Number. There are 10 individual petition numbers - not the one in the right corner.

While it is always better to share a batch to get an accurate answer, I have done many of these. You index the name of the beneficiary since that is the person for whom the naturalization is being sought. Usually they are minor children who cannot petition the court themselves.
