it is, instead, the digitized original of Aaron L. Hazen's "20th Century History of New Castle and Lawrence County, Pennsylvania," (1908)

This should be corrected. I will also make a note at the Virginia Wiki

It looks OK to me. The catalogue entry you quote says film 1425639 Item 4, and if you scroll to item 4, the book file seems to match the catalog entry.

The image you have posted above is from item 1 on film 1425639, so you didn't scroll far enough into the film.
