Short Answer: Possibly.
I humbly suggest, that your Friend, 'Counsel' with their 'Local' Priesthood Leader, in the first instance.
[ ie. Bishop; or, Branch President ]
Their 'Local' Priesthood Leader, is the FISRT, 'port of call', in the 'Process', for such, as is wanted here.
Then, following on from there, most likely, their 'Local', Stake/District Presidency, Priesthood Leaders.
Depending on the 'circumstances', the matter, may even need to be referred to, the "First Presidency" of the Church, for approval/authorisation.

This is possible but takes special permission. She should start the process by talking to her bishop. She can read about the process in the General Handbook, sections 28.3.8 and 28.5.
