Why is sealing to stepfather showing as available to do when person has a boilogical father?

The above is the correct relationship. But when I go to the ordinances page, this stepparent shows as father (mother's second marriaage)

I checked Minnetta Velma Clark 16 January 1910 – May 1975 • GM3R-KVH in Family Tree.
The parents Harold Wall and Leah Hazel Long have been selected as the preferred parents and the Selaing to Parents will be to this couple.
If you make Clifford Arden Clark and Leah Hazel Long the preferred parent you will find you can request that Sealing to parents.

You can do the sealing to both sets of parents.
In Family Tree, a person can be sealed to multiple sets of parents. Depending on the sealing to parent status with each set of parents, there will be times only one set of parents will show on the Ordinance tab or the parents you want to see do not appear. The set of parents showing on the Ordinance tab is generally the same as the preferred set of parents or a set already in progress. If you want to view the sealing for a different set of parents, make that set of parents the preferred set.
