I Can find my great-grandfather Charles Westen on the 1920 census for Chicago (Oak Park). When I enter the information for my grandfather, William H Westen, it does no list any one found. My grandfather lived in Chicago area with his wife Anna and son William C. he was employed at Commonwealth Edison Electric, he retired as a fifty year employee.

No, I had a try myself - using various criteria, sometimes more detail and sometimes less - but was still unable to find William or the other family members mentioned. As you probably found, no problem in finding him in the 1930 census: his record came up straight away.
The "usual" two reasons for this kind of problem are: (1) His name has been so badly indexed, even using wildcards make it extremely difficult to find, or (2) The family were just not recorded and/or indexed.
I have found it very common to find families in every census available - except just one! In one case, I discovered the page on which they appeared was missing from the microfilm, but found a local family history society had it indexed, so it must have appeared on another version of microfilmed records for that area.
Don't give up yet, though. Try searching on another website, as their records might be the subject of another filming or indexing project that does include his record.
However, some records just do remain ever-elusive: without any logical reason as to why they can never be found.
