We understand that you are not able to find your grandfather William H Westen on the 1920 Census record for Chicago (oak Park). We know that there are different ways to search for the information. If your relative is on the family tree data base then you can search from his detail page and then go to the right side of the page and search under familysearch records. When you click on these records you can choose to search under collections, look for the 1920 census records. If you are unable to find him there, try to search for his wife or child. You can also search under indexed records under search and then records. You can also search in catalog by going to place and then look for census records. Another good place to visit would be the research wiki, you can choose to search by place and then by records. This is also a good place to learn good research techniques. Hope this is helpful.

No, I had a try myself - using various criteria, sometimes more detail and sometimes less - but was still unable to find William or the other family members mentioned. As you probably found, no problem in finding him in the 1930 census: his record came up straight away.
The "usual" two reasons for this kind of problem are: (1) His name has been so badly indexed, even using wildcards make it extremely difficult to find, or (2) The family were just not recorded and/or indexed.
I have found it very common to find families in every census available - except just one! In one case, I discovered the page on which they appeared was missing from the microfilm, but found a local family history society had it indexed, so it must have appeared on another version of microfilmed records for that area.
Don't give up yet, though. Try searching on another website, as their records might be the subject of another filming or indexing project that does include his record.
However, some records just do remain ever-elusive: without any logical reason as to why they can never be found.
