    If I understand your question correctly - How could the sealing have been completed when the other ordinances show request permission.?

    With the date of the sealing being 2011 this was before the 110 rule was routinely enforced. See the following article for further information. Also note the quote from another article about order of ordinances.

    Although vicarious ordinances performed out of sequence are valid, they become effective only after the prerequisite ordinances are completed.
