In the document says that the year is 744 why I couldnt submit the file?

A 2 or 4 digit year is required. You must mark the field blank if you cannot determine the year.0

Question: Does the 'Field' ALLOW you to include a "Leading Zero"?
eg. "0744"; as opposed to, just "744".
Or, does such a "Leading Zero" (when input/entered) just get IGNORED by the "System"?
One would expect that, the "System" SHOULD accept "Years" that are less than x3 Digits; although, I would consider that, there would NOT be too many (remaining) "Documents" around, with a "Year" less than x4 Digits.
IF, (when) one enters a "Year" less than x4 Digits; THEN, the "System" should simply ask a question whether that "Year" is CORRECT; and, if, one's answer is 'Yes'; then, the "System" should accept and record such.
Just my thoughts, in passing.
ps: It is very SAD indeed, if a "very" IMPORTANT thing; such as, a "Year", should have to be left as "Blank"0
The year is 1744. They skipped the thousand because it had applied for seven centuries already, so they figured it was completely self-evident.
To follow the indexing instructions, you should enter either "44" or "1744".2
