Kenneth, the following articles may help you with your question:

"When should I obtain permission for performing ordinances for the deceased."

"A person who reserved ordinances has died, is incapacitated, or had a withdrawal of membership."

"When Should I Talk to My Bishop before Performing Ordinances for the Deceased?"

"Is approval required before ordinances are performed for some individuals?"

These four articles were found in the Help Center under the category of Temple Help and using the search term, "excommunicated."

I'm hoping this helps you proceed.

A private message was sent to this guest, Kenneth Oler, giving directions for the friend to post in Community and the request will be escalated. Thank you.
