Can I get special permission to do the ordinance work for my sister whose death certificate date has

Can I get special permission to do the ordinance work for my sister whose death certificate date has not reached the one year mark? She has been missing for four years. She was obviously deceased at the time she was missing; however, officials mark her death date at the date her remains were found, rather that the date she was missing.

Here is the information from an article that explains how we can get permission to do the ordinance work in under 1 year from the death date. The article applies to members active at the time of death.
If this is not the case we can try and escalate the case with more information.
I hope this helps
Performing ordinances less than a year after death
April 20, 2020
The one-year waiting period for temple ordinances does not apply to worthy members who would have gone to a temple but were prevented from doing so in life for reasons beyond their control. This includes children ages 8 and older and youth who were worthy at the time of death.
Worthy members who died within one year after baptism and confirmation can receive ordinances one year after their confirmation date.
To have the ordinance performed, family members must have either the deceased person’s temple recommend that was valid at the time of death or a letter from the deceased person’s bishop certifying worthiness.
Take the letter or temple recommend to the temple president, who can waive the one-year waiting period. The correct death date should show on the membership record. The temple contacts the Temple Department to have the Family Ordinance Request created for the member if it is determined that the one-year waiting period can be waived.
