Albert E Barto, b. 1866 Lebanon County, PA

I have reached a dead-end in my family history research with Albert E Barto, who was born in 1866 in Lebanon County, PA, and then married in August 1896 in Preston County, WV to Mary Jane Case. I've tried to find records of him in Pennsylvania but haven't succeeded. I don't know whether Lebanon County is accurate, or even if his surname is always spelt Barto because on his marriage licence it appears as Barto and Bartow.

On the 1900 Census he is living in Taylor County, WV, with his wife and two sons. I have not found him on any other census.

He died in 1908 and his will was dealt with on Valentine's Day in 1908 but none of the names on the record are obvious relatives.

Can anyone help with this? I'm not sure what to look for now and where to look.
