Sealing to Parents

My 2nd cousin, Laveila Annie Krueger 20 August 1924 – 25 August 1924 • G9QV-PR7, died as an infant, both her parents and only sister are deceased, I would like permission to do her sealing to parents, how do I go about getting that???
