Should this be indexed?

I am reviewing this batch and wonder if it were correctly marked as "No Extractable Data"? Although there is little in the way of data here, there are names of a marriage. I can see where, if there is no other record of the marriage for these two people, simply having them listed in a index would be helpful for a researcher.

    This is an index showing what pages the actual marriage records are on. There should be actual marriage records later on that film.
