Indexing US—City and Business Directories, 1749–1990 [Part C][M3WV-FQM]

I am indexing a page from OHIO

Local towns and counties are given.

Should I just use OHIO as the location, or should I expand the location to Town, County, State entries?

    Based on the field helps, I think you would index the levels of locality separated with a comma:

    Millport, Columbiana, Ohio
