Why there's no Civil Registration records for Santo André - SP - Brazil?

Hey guys,

I'm building my family tree searching records under civil registration microfilms.

I had no problem to find civil registration records for other brazilian cities. I'm not sure why, but there's no civil registration records for Santo André-SP, which is a very big brazilian city.

Do you guys know why? Any chance we get these records in the future?
