Reading the books in International collection
I found that there is available a book Ortssippenbuch Siwatz, Batschka, 1786-1944, author: Hans Kunz.
Location is in collection International B2 Floor Book and Call Number is 949.71/S2 D2k .
Is it possible to look online in this book? If not, could a records of the person's last name Schmelzer be scanned?

We looked in our FamilySearch Book section for this book. We see that the following website states that it is in the Family History Library, in Salt Lake City Utah. It can't be viewed online. https://www.werelate.org/wiki/Source:Kunz,_Hans._Ortssippenbuch_Siwatz,_Batschka,_1786-1944
Our only suggestion would be to schedule an appointment for 20 minutes of help and ask what they can do for you.

Hi, it looks like you are trying to find the book, Ortssippenbuch Siwatz, Batschka, 1786-1944, by Hans Kunz. As was said previously, although the book in in the Family History Library, it does not appear to have been digitized - thus there is no way to view the book online.
I did find a Blog article, "New Library Lookup Service—For When You Can’t Visit the Family History Library" (you can read it by clicking the title). After you've read the article, if this sounds like something you would like to try, you can find the online request form (or, more formal referred to as the Remote Access Services Request) by clicking here. Scroll down until you see the "Book Request" and fill in the information requested (I see that you seem to have all the information needed). In the "Comments" box, you may want to describe what you would like from the book, i.e. the page(s) for "Schmelzer".
Be sure to read the agreement at the bottom and click, I agree.
