what you supposed to do when someone is read only and you can not merge. someone made a new GHYJ-FYS cannot merge to remove it

The note at the top of the page for George Soule 9V4Z-GD1 clearly shows the read-only status is only temporary. The article reached from the link explains this is connected to the 400th anniversary of the voyage of the Mayflower.
I assume you would proceed with great caution if and when you do attempt a merge. One ID appears to be for an individual born in the Netherlands (father Jan) - although the Find A Grave source attached to him relates to a person born in Worcestershire, England (or is that Bedford?) with a father probably named William! The GHYJ-FYS ID has a father Thomas Soole and siblings that were all born in Kent.
I think both records are probably best to have a read-only status, until somebody with a direct knowledge of George Soule is able to sort out all the current contradictory detail attached to these IDs.
Update - For those, like me, who are unfamiliar with George Soule and the mysteries surrounding his identity, see https://en.wikipedia.org/wiki/George_Soule_(Mayflower_passenger). Based on this detail, I don't think I would be contemplating making any changes, or merges relating to him, without consulting additional material written by experts in events / individuals connected to the Mayflower.

If you go to Mary Beckett's page (9M6R-HDZ) it shows her with "both" George Soules as her spouse.
The next action one would usually take in such circumstances would be to compare those two George Soule IDs with a view to a merge, if the detail was found to be substantially the same.
Obviously, the temporary block (read-only status for Mayflower individuals) stops you from doing this. However, even if you could, it would mean either leaving George Soules with two sets of parents, or your detaching him from one set based on the "evidence". To me, the case to establish his true identity has not been made 100%, so I would leave the matter unresolved (probably not even attempting any merge) until there is a clear consensus, among the "experts", regarding his identity.
By the way, the nature of Family Tree does make it possible for an individual to have both multiple spouses and multiple sets of parents. This will not be clear from viewing the other pages in Family Tree (i.e. of the "alternative" individuals - spouses, parents, etc.), but only when working on the person directly involved in the multiple relationships: in this case Mary Beckett, 9M6R-HDZ.
When faced with this problem some years ago (another user had added alternative parents, etc. to my ancestor) a senior manager at Family Tree told me to leave my ancestor with the two sets of parents / ancestry until such a time the issue of true parentage might be resolved.
