I agree that "Show all Changes" is much more clear. In conversation with other users, many people refer to the "All Changes" page as "Show All". They will say, "Did you go to 'Show All'?".
Perhaps the two different links named "Show All" were originally designed for interface consistency, meaning "Show All Research Help" and "Show All Changes". But the inconsistent titles for "Latest Changes" and the "All Changes" page seem to be the root cause of the "Show All" semantics problem.
In the "Research Help" section the "Show All" link is just below the "Research Help" title, so it is more clear that the "Show All" link means "Show All Research Help".
But in the "Latest Changes" section, the user doesn't see that the "Show All" link means "Show All Changes" unless they look at the title of the "All Changes" page.
If you are aiming for interface consistency and clarity, you could change "Latest Changes" to "User Changes" and put the "Show All" link just below the title. The "Show All" link would take you to the "All User Changes" page.
