GEDCOM file selection

There are people who are dumping their GEDCOM files which contain thousands of names and it is causing an issue with temple reservations. These are stopped until duplicates are resolved. I suggest that we use restrictions on how many GEDCOM files may be uploaded or asking permissions to do so. We want the temple work to move forward but we cannot if these duplicates stand in the way of many names that are submitted already.
