Where are they getting the date - Oct 31, 1918? https://www.familysearch.org/indexing/batch/fedf5840-8e1e-4bc5-978a-0486d19b9490

They are getting the date from Reference Image -1 which is the first page of this Monthly Roster for this image. The indexer is correct.
The project instructions say:
"The date at the top of a roster or roll may be used for all entries as the enlistment date if the entries don't contain their own individual enlistment dates.
- When multiple dates are present on the image, please choose the military date based on the following hierarchy:
- Enlistment Date
- Muster Roll or Monthly Roster Date
- Any other applicable military date
- If there is a transfer record and each name has a day, such as "24th," or month or year, and there is a complete date recorded at the top or bottom of the page, use the complete date for each person on the record."

To access reference images: Click on the last icon in the vertical toolbar on the image window (square with a line down the middle). The image window will split to show the Reference Images. You will now see the previous 5 images, "my batch", and the next 5 images in the right pane. Click on Previous Image -1.
