Benjamin,
I love researching WIKI FamilySearch. This WIKI is for doing exactly what you have requested.
The link to the Alabama records

Here is the link for Cuba:

Good luck

Prior to 1915 a lot of the Southern States did not issue states birth certificates. However, some states, their midwives were required to record which I have seen in ledger books. I would check the Wiki as Kris mentioned, to see when Alabama actually started with birth certificates, then check Alabama Archives website to see if it was microfilmed and sent to state Archives. If you still do not find, then the Family Search Wiki list county contact information where you can contact that county to see if record does exist and how you may purchase a copy. Hope that helps!
Also, Roots Tech has some really great sessions right now regarding tracing African American Ancestors that you may want to check out and add to playlist while it is ongoing till this weekend. If you not able to watch just add to playlist where you will be able to have access for a year.
