Cannot Unreserve a Single ordinances

Why can I not unreserve just the E ordinance? I have shared the SP with the temple so anyone else can get to do the work, but the E was shared to the temple by someone else. I do not need to have it reserved, but I can NOT unreserve it without ALSO unsharing and then undeserving the SP as well.
