Assuming you are talking about Family Tree, the usual way to add a person is by clicking on the "Add child", appearing under either of their parents. However, if the parents are not in "the database" either, go to "Recents" - in the menu of options at the top of the page for any existing ID. Then click on "Add Unconnected Person" and create a profile for this individual yourself. You can then utilise the "Memories" section to add biographical details, including photos and documents.
