Contracts between FS and the record owners and commercial partners of FS set the conditions of access to records. FS would need to negotiate temporary contracts to be able to relax access conditions. This might be possible for larger records sets- e.g. UK censuses, but would take years to achieve for all of the smaller record sets.0
