There may be PDF tools of some kind that can extract a photo from a PDF document as well, to preserve the best resolution.

gasmodels is correct... it would cause some difficulty with tagging... 1st among those is WHICH page (of a potentially multi-page document) would you have to tag/display ?

A couple of suggestions have been made that will allow you to convert portions of a pdf file into an image format.
