Would someone be willing to translate this "record" (more like a sentence)?
I'm reading that Johann von Oberkamp was appointed to some sort of royal council on 28 Jun 1629 and that he was appointed in Vienna (Wien).
Is that correct and is there any information about where Johann might have lived in this record?

In the paragraph immediately above, the last sentence which begins with "W. (1629)" refers to the family's coat of arms. Translation:

So would it be correct to assume that they lived in Vienna at this time? Are there any collections you know of that might have more genealogical information about this family? As of right now, all I know is that Johann had a son named Johann Jacob, and that Johann Jacob had a son named Johann Bartholomäus, who died in 1744 in Bamberg in Bavaria (Johann Bartholomäus is my direct ancestor).
Any suggestions/ideas?

You can hypothesize that the couple lived in or around Vienna and then try to find more information to prove or disprove this hypothesis.
However, note in the third paragraph about the Imperial Knights from Wikipedia the areas the knights came from: southwestern and south-central Germany. It's possible he came from one of these areas and only traveled to Vienna when necessary.
I found the links which I included in my previous responses simply by googling keywords and names in German.
For example: I already knew that the "W" stood for "Wappen" = coat of arms. So I googled the key words: Oberkamp, Wappen, and 1629. That's how I found the image of the family's coat of arms.
Not being familiar with this family and not having done the research, I am not aware of other collections which might provide additional family details.
Try googling various iterations of the name "Johann von Oberkamp" in quotes (direct order, inverted order, with/without the "von") and add keywords such as "Reichsritter" or "Reichshofrat", etc.
Also be sure to check out the additional sources at the end of the three Wikipedia links.

It is a 1629 document in the Hessian State Archives in Darmstadt.
In the German title of this archival record, the words "fürstlich bambergischer Hofrat" translate as: princely Bamberg councilor. In addition, when you translate this record to English you find the words: Upper Rhine in the record.
The words "Bamberg" and "Upper Rhine" and the fact that this document is in the Hessian State Archives would be clues that it is quite likely that Johann von Oberkamp lived in Germany rather than Vienna in 1629.
Also, the last word in the title of the document "Baunach" may be the following place in Bavaria:

This was the only place called Baunach which I found in Meyers Gazetteer. Notice on the right of the entry that the district cout and the district military are both located in Bamberg.

I would recommend that you ask this question to the Germany Genealogy Research community forum at large.
Note that there are a number of places called Weißenbrunn (note spelling) in Bavaria. Based on the entry you found above, I believe this is the entry for your Weißenbrunn from Meyers Gazetteer:
