In help center see Article of instruction "Policies for sealing deceased children to deceased parents"
Children who are not born to previously sealed parents may be sealed to their parents.
Sealings may be performed by proxy on behalf of deceased children.

I think this question would be most appropriately discussed with a bishop, stake president or temple president who are familiar with your specific case.
But a child can NOT be sealed to a set of parents who aren't sealed to each other . . .

Short Answer: 'Yes', provided that there was a "Relationship" between his (Biological) Mother and Father (but, that "Relationship" DOES NOT necessarily have to include a "Marriage"); and, with consideration with the following "Knowledge Articles".

One can be "Sealed" to MORE than one 'Set' of "Parents".
.
Let me explain ...
.
Firstly, if his (Biological) Mother and Father, were "Married"; then, he certainly can; and, that is despite of a "Divorce" situation
.
However, if a Couple was "Sealed" in life and the "Sealing" was "Canceled"; then, 'First Presidency' Approval is required for them to be "Sealed" again.
.
Secondly, if his (Biological) Mother and Father, were NOT "Married"; then, if there is an indication that they lived together (or, there was indication of 'Support'); but, were not legally married, they can be "Sealed" together.
.
But, there is also a 'caveat' ... A deceased man may have sealed to him all deceased women to whom he was legally married during his life.
