Custodian of Legal Record
I tried to access a deceased cousin’s historical record that’s on file here and I am denied access. Please advise. Thank you.

If the item is a vital record (birth, marriage, death), access may be restricted or limited depending on location or date. Without more information, we can only give a general reply.4 -
I would only add to @Áine.ní.Donnghaile's response that, unless I'm very much mistaken, FamilySearch does not have any Legal Records to be the Custodian of. It has copies of them.
Most places have legislation in place that ensure people have access to "stuff", but the obligations will be on the custodians of the original records, not on anyone like FS. (There are some interesting anomalies where the custodians of the originals thinks that they have discharged their responsibility by allowing FS to have the records but that country's own legislation appears to stop FS allowing access!)
My reason for saying the above is that the phrase "Custodian of Legal Record" is liable to have very specific meanings that don't appear to be appropriate here.
