Why are records restricted when from the same year 1887 others on the film before and after are not

Records from this catalogue for film number 1281556 Image 7844956 are restricted while the images on film number 1281555 Image number 7844955 and film number 1281557 Image number 7844957 are not.
These are all images from 1886 to 1887 except for the first batch on film number 7844956 which are from 1965. The rest are from 1886/1887. While I understand restriction of recent DN the ones in question are more than 150 years old.
Masters files are public records and available from the Masters Office of from the Archives.
Please if there is a way to unrestrict the older records on film number 7844596 it would be greatly appreciate. Researcher such as myself rely on Family Search for our genealogy research and your website is a very important source of information.
